Torrey Pines State Natural Reserve - Construction Project

Torrey Pines State Natural Reserve will have limited access from November 2025 through February 2026 due to a planned construction project. This work is part of a multi-phase construction project to improve visitor access, safety, and facilities within the Reserve. We look forward to completing this project and are excited to bring these improvements to the park and its visitors.

What areas will be closed?


The park road, upper parking lots, and trails within the Reserve will be closed to vehicles and pedestrains during construction.

What areas will stay open?


The South Beach and North Beach parking lots, as well as Torrey Pines State Beach, will remain open to the public.

What Improvements are being made?


Phase I 

the restroom facility will be demolished. Utility improvements throughout the Upper Reserve will be added including water, electricity, and sewer.

Phase II

A new restroom facility that meets visitor needs and current accessibility standards will be constructed. Utility improvements will be completed. Accessibility upgrades, including new accessible parking stalls and pedestrian path of travel from the parking lot to the restroom and the Lodge will be completed. The road from the south gate to the west parking lot will be replaced at the end of Phase II.

Why is this project being completed in phases?


Designated as a State Natural Reserve, Torrey Pines State Natural Reserve receives a high level of protection to ensure the preservation of its coastal sage scrub and chaparral habitats, rare Torrey pine, coastal California gnatcatcher, and other special-status native plants and wildlife. Construction within the State Natural Reserve is subject to many resource protection measures. Completing the work within a shorter time frame helps minimize disturbance and reduce impacts on the Reserve’s sensitive resources.

Is there more construction planned?


Yes. Phase II of the project is scheduled to begin in August or September 2026 and is anticipated to be completed before March 1, 2027.

 

When will the Reserve reopen?


Full access to the Reserve is expected to be restored before March 1, 2026. Follow us on social media or check our webpages for up to date information.

What if I have a parking pass?


All passes issued by California State Parks remain valid and can be used throughout the State Parks system. In North County, this includes Torrey Pines State Beach, Cardiff State Beach, San Elijo State Beach, South Carlsbad State Beach, and Carlsbad State Beach. Can I receive a refund if I have already purchased a pass?


No, California State Parks does not issue refunds when a park is closed. We understand that limited access can be frustrating, however, the closure is necessary to complete these upgrades and to continue protecting one of the most unique reserves in California. All passes remain valid and may be used at other locations, except for Torrey Pines State Natural Reserve during the construction period.
