Heber Dunes State Vehicular Recreation Area
The Off-Highway Motor Vehicle Recreation (OHMVR) Division of California State Parks has completed preparation of a Draft Environmental Impact Report (DEIR) for the proposed Heber Dunes State Vehicular Recreation Area (SVRA) General Plan, in compliance with the California Environmental Quality Act (CEQA) and State CEQA Guidelines. The OHMVR Division is the lead agency for the proposed project under CEQA.
The proposed General Plan outlines goals and guidelines that apply to the entire Heber Dunes SVRA to address existing issues and to provide on-going guidance to management that can be implemented to achieve the long-term vision for the park. In addition to long-range planning provided through the proposed General Plan, the project includes multiple improvements to provide basic park facilities related to administration, maintenance operations, and recreation opportunities in the near term (within 2 years). The proposed facilities would provide physical improvements necessary for adequate maintenance and operations and enhanced recreation at Heber Dunes SVRA. Proposed near-term facility improvements include an entrance station, staff residence area, maintenance facility and ranger/staff station, picnic areas, training track, and associated upgrading of utilities and roads.
The DEIR is being circulated for public review and comment for a period of 45 days, beginning August 26, 2011, and ending October 10, 2011. We welcome your comments on the environmental analysis presented in the DEIR. Written comments should be postmarked or submitted by email no later than October 10, 2011, to the following address:

Upon the conclusion of the public comment period, the OHMVR Commission will meet to consider the approval of the General Plan and certification of the findings of the EIR as compliant with CEQA.
