CALIFORNIA STATE PARK AND RECREATION COMMISSION ACTION

At its meeting on May 2, 2014, the California State Park and Recreation Commission voted unanimously to approve the General Plan/EIR (GP/EIR) for Old Sacramento State Historic Park including the portions of the rail right-of-way to the Sacramento Zoo and from the Pocket/Meadowview area to the town of Hood. The GP/EIR was approved as recommended by staff with recommended revisions (see below).

The Old Sacramento State Historic Park General Plan team will be conducting a public information meeting to clarify general planning issues and potential use of the rail line right-of-way from Old Sacramento to the town of Hood. Another focus of this information meeting is to gather additional public input prior to the California State Park & Recreation Commission voting on the plan in May. A few of the items that will be discussed include:
  • Excursion Train lines #1 and #2 as well as potential uses within the Regional Transit District right-of-way line from South Land Park Drive to Pocket/Meadowview.

Preliminary General Plan and Final EIR are now available

Much time has passed since the public circulation of the Old Sacramento State Historic Park (OSSHP) - General Plan (GP) Preliminary General Plan/Draft EIR (Public Draft General Plan) in early summer of 2012. Since that time, the planning team has been meeting with some of the key planning partners to discuss ideas and concerns expressed during circulation of the draft document. Meetings were held with the Historic Old Sacramento Foundation (HOSF), City of Sacramento, California State Railroad Museum Foundation (CSRMF), Old Sacramento Business Association (OSBA), Sacramento Trust for Historic Preservation (STHP), and the Department of Water Resources (DWR).

On December 23, 2013, the California State Parks released to the general public and public agencies the Preliminary General Plan/Draft Environmental Impact Report for Old Sacramento State Historic Park. The proposed general plan will guide future management direction at the park. It contains a comprehensive and integrated set of park wide goals and guidelines for the long-term management of the park that focus on the preservation and interpretation of historic resources, protection of environmental resources, enhancements to visitor use and opportunities, and improvements to administration and operations of the park. In addition, the general plan includes proposed park development and designates appropriate land uses.

The Draft Environmental Impact Report (EIR) that is included in the Preliminary General Plan contains the environmental analysis of potentially significant effects of the proposed project. Together, the Draft EIR and the Department’s Response to Comments (RTC) constitute the Final Environmental Impact Report for the project. The focus of the RTC is on the disposition of environmental issues that have been raised in the comments, as specified by CEQA Guidelines Section 15088(b), but also includes responses related to planning considerations of the Preliminary General Plan.

This Preliminary General Plan/Draft and Final EIR will be heard by the California State Parks and Recreation Commission at its business meeting on January 24, 2014 in Sacramento. This meeting is open to the public to comment on the plan and EIR.

Overview of Old Sacramento State Historic Park 
California State Parks Capital District is in the process of developing and implementing a General Plan for Old Sacramento State Historic Park (SHP), which sits within Old Sacramento- a National Historic Landmark District. Some noteworthy points of interest of Old Sacramento SHP include the California State Railroad Museum, the B.F. Hastings building (once the location of California’s Supreme Court), the Eagle Theatre, the Big Four Building (which contains the Huntington & Hopkins Hardware Store, the Stanford Brothers Warehouse, and the Nathaniel Dingley Steam Coffee & Spice Mill), the Central Pacific Railroad Freight Depot and Passenger Station, the Sacramento Southern Railroad, the Pony Express Park, the Tehama Block, the McDowell building, and the site of the proposed Railroad Technology Museum.

Old Sacramento SHP’s rich history ranges from the Gold Rush period to the first transcontinental railroad.  Old Sacramento SHP is also notable for being the western stop of the Pony Express. The historic significance of this area will be highlighted through improvements to existing structures and ongoing developments as proposed in the General Plan.  With its strategic location adjacent to the Sacramento River, and just off the confluence of the American River, the possibilities for Old Sacramento SHP are endless.

Why a General Plan is important
Old Sacramento SHP preserves an important part of Sacramento’s early history.  The General Plan provides an opportunity to enhance the visitor’s experience in this historic park.  With exciting new possibilities brought about by the future Railroad Technology Museum, the timing is ideal to take a fresh look at this historic area as a whole, and make the most of the upcoming changes. 

How to get involved in the planning process
The General Plan process, which will rely heavily on public input in developing proposed actions, will include three public workshops.  The workshops will allow the general public to express thoughts and opinions related to the future of Old Sacramento SHP.

The General Plan is subject to environmental review pursuant to the California Environmental Quality Act (CEQA). A Program Environmental Impact Report (EIR) will be prepared concurrently with the General Plan. A Notice of Preparation (NOP) for the EIR was filed with the State Clearinghouse on September 22. Copies of the NOP and accompanying Notice of Completion (NOC) are provided below. Public Workshop number 1, announced above, will serve as a CEQA scoping meeting.
